Will O' Wisp Raven appears as a sub-boss found within Tartarus, on the 28th floor of the Arqa Block, with two Lightning Eagles for assistance. A weaker enemy version under the name Vicious Raven can later be found within the second half of the Arqa Block.
As a sub boss, it is neutral to the Distress ailment, resists Poison, and is immune to all other ailments. It will mostly attack using Fire attacks such as Agilao and Maragi, but it will also go for Power Slash if one of the Lightning Eagles manages to inflict Shock on a teammate with Zio or Mazio. The Lightning Eagles are weak to Pierce and Wind and they can easily be taken out by Yukari with either her normal attack or her Garu and Magaru skills, while the Will O' Wisp Raven is weak to Ice and can be taken out by any Persona that the protagonist has that knows Bufu such as Jack Frost or Forneus.
