Shin Megami Tensei IV
Tayama is the leader of the Ashura Society whose name is feared in the modern world Tokyo. His goal is to bring order to the now chaotic Tokyo where humans and demons coexist.
After allowing them passage in Shibuya, Tayama reveals to the protagonist's group that he is holding an East Mikado samurai hostage; and will only let him go under the condition that they defeat Koga Saburo, a demon that is disrupting their operations in Club Hamilton.
Upon fulfilling said request, Tayama invites them over to their base of operations in Ikebukuro Hills. He then reveals to the group of his plans for creating a "utopia" where humans and demons coexist, even showing a video of children being raised under his ideals.
Retaining the samurai hostage as an ace up his sleeve, Tayama sends the protagonist on another assassination mission: this time, the target is the Gaia Cult leader Yuriko.
Yuriko reveals to the group that there's more to Tayama beyond his lofty and supposedly noble ideals. Making their way to to Ikebukuro's underground Reverse Hills facility, the protagonist's group finds that the children, as well as all the other captured underground residents, were being treated as livestock; their brains conditioned and processed for harvesting Red Orbs, a substance that demons use for food.
The protagonist's group is incapacitated by Yaso-Magatsuhi and are taken back to Ikebukuro Hills. Having already seen the facility, Tayama tells the protagonist that this is a necessary step for his utopia. Demons and humans are in the same boat: None of them can leave Tokyo's ruined borders. To that end, he feels that the best way for them to coexist is under a sort of give-and-take relationship. Demons are provided a regular supply of Red Orbs in exchange for not harming the Society's chosen populace.
