It is possible to inherit skills through fusion.

Overview

Megami Ibunroku Persona

There are two possible methods for a Persona to learn a new skill, which are divided into two different ways each:

Method Way
Skill inheritance from Spell Cards Via species compatibility
Via fusion accident
Skill inheritance from added item Via skill tablet
Via random inheritance

A Persona may only inherit one spell from fusion. All spells inherited from fusion are learned at Rank 2. It's possible for a fusion to fulfill conditions of multiple methods, and in that case the "added item" method will prevail.

A Persona's Type and Subtype will determine which spells can be inherited from fusion. For example, Light Personas cannot learn any Dark spells and vice-versa. Demons may have from zero to three inheritable spells. The order is not arbritary as the demon will try to pass the first spell to the resulting Persona. If the Persona can't learn the spell (either because it already knows it or can't learn spells of that element), it'll move on to the second spell and so on.

Via species compatibility

Each demon Order belongs to a bigger classification called Species, and the relationships between those species determines whether a Persona can learn a spell from its parents.

Skills learned from this method do not show up in the skill list preview.

Via fusion accident

A type of fusion accident allows the Persona to inherit a spell from fusion even if the Spell Cards being used to create it wouldn't allow for skill inheritance via natural means. In this case, which card the spells will be inherited from is randomly selected, but this method still follows inheritance rules.

Skills learned from this method do not show up in the skill list preview.

Via Skill Tablet

Adding a Skill Tablet to the fusion will make the Persona inherit the same spell from the tablet. For example, adding an Agidyne Stone will make the Persona learn Agidyne. This method still follows inheritance rules, so adding a Skill Tablet to a fusion where the resulting Persona cannot learn skills from that element is a waste of resources.

Via random inheritance

When adding an item to the fusion that according to the game has a "random effect," the resulting Persona has an 1/11 chance of learning a new skill. The skill is randomly chosen from a list that changes depending on the moon phase. This method still follows inheritance rules, so even if the 1/11 chance is triggered, there's still the possibility of the randomly-selected spell being one the Persona can't inherit (either because it already knows it, or because it belongs to an opposing element).

Skills learned from this method do not show up in the skill list preview. There's no way of knowing if the 1/11 change was triggered or which spell was selected until the Persona is used in battle and reaches Rank 2.

Persona 5 / Royal

When fusing, it is possible for the resulting Personas to directly inherit skills from their parent Personas.

The higher the total number of skills the parents Personas possess, the more skills the child Persona will be able to inherit.

Although most of the skills can be manually chosen, one skill is always chosen randomly from the available skill pool.

Inheritance Types

Each type of Persona has an inheritance type. This determines what types of skills they're unable to inherit from fusion. During inheritance, skills that do not match the inheritance type will not be displayed as options to pass down.

Their inheritance type is set in relation against their possessed skills, elemental resistances, etc.

Each of the available elements are paired against another one. For instance, Electric type cannot learn Wind skills, and Wind type cannot learn Electric skills.

The Almighty inheritance type allows the Persona to inherit any skill.

Almighty, Support and Passive skills can be inherited by Personas of any inheritance type.

Note: Gun skills are included with Physical skills.
