The protagonist, Lufel, Motoha Arai, Shun Kano and Riko Tanemura enter the palace to investigate after Shimotsuna has stolen desires from Shoki Ikenami.
The Phantom Thieves had entered Shimotsuna's Palace, but we're prevented from investigating further and exploring deeper due to the strong shadows.
When the Phantom Thieves enter her palace again, with this time Shoki, they find the cognitive people who has been the victims of Shimotsuna's slandering in her magazines about the false stories about them and destroyed them, but they are thankful of Shimotsuna's methods of saving them anyway. Shoki sees his mother, Stella, is one of Shimotsuna's victims.
As they continued further in, the team encountered Shadow Shimotsuna. After she proceeds to taunt the team and turn the Phantom Thieves, except Wonder, into magazines, Shoki gains his resolve and awakens his Persona, Ghino.
Now the Phantom Thieves have to plan how to send Shimotsuna a calling card, steal her treasure and change her heart.
