Safeguard prevents the user from consuming additional Press Turn icons from failed attacks, regardless of whether they're evaded, nulled, repelled or absorbed. As such, the user will always use up 1 icon.
In the case that the user lands a weakness or a Critical simultaneously with having their attack nulled, the user is granted a flashing icon like normal, should there still be a normal icon left: if not, the flashing icon will simply be used up as usual.
