The Rumor (怪異, Kaii)? race is an uncommon race in the series.
Overview[]
The Rumor race is a demon race that is equal to Foul, Haunt and Spirit, making them members of the Evil Spirits species by default, but are unique in that they cannot fuse with any kind of demon except Zeed in the original Soul Hackers.
The Rumor race all originate from Japanese urban legends, or close enough in the case of Hell Biker, who's usually a Fiend. Their alignment is Dark-Neutral.

In Persona 2, a rumor must be obtained and spread before these demons can be encountered; the item they drop can then be traded to the originator of the rumor for rare, useful items.
