The Rebel Corps, known as the Revolutionary Army in Japanese, is a group of freedom fighters in Persona 5 Tactica led by Erina waging a revolution against Legionnaires, seeking to liberate the Kingdoms from their oppressive reign. The group allies with the Phantom Thieves in order achieve this goal.

Modified flag after alliance with the Phantom Thieves of Hearts
When the Phantom Thieves of Hearts arrived in Marie Kingdom, most of their members were quickly brainwashed by Tyrant Marie to serve her, leaving only the protagonist and Morgana under her mercy. It was at this time where the leader of the Rebel Corps, Erina shown up to fight Marie and rescue the two. Later joined by a politician named Toshiro Kasukabe, they save the Phantom Thieves and defeat Marie.
In Yoshiki Kingdom, Yuki Kasukabe joins the Rebel Corps to assist in defeating Lord Yoshiki.
In Nakabachi Kingdom, the resident Rebel Corps are known as the Rebel Club, a resistance supposedly fighting against Nakabachi's spy networks. In reality, they are Legionnaires themselves due to Toshiro's cognition, where the real-world students turned against him after falling out with Eri Natsuhara and Ichiro Nakabachi at the train station.
It was later revealed that the Rebel Corps are Toshiro's cognition made manifest in a physical form to combat against Salmael's attack against his mind, with Erina being his Persona taking the form of Eri Natsuhara, a person Toshiro subconsciously still admired despite having been distanced from her in the real world. They fought Salmael to a stalemate even as he erected cognitions made from his worst fears to fight against the Rebel Corps, and thus the deity is forced to drag him into the Kingdom directly in an attempt to kill him.
With Toshiro's cognition returning to peace after Salmael's destruction, the Rebel Corps has presumably dissipated back there alongside Erina as well.
