Katsuya Suou is a police sergeant from the Kounan Police Department in Sumaru City who followed in his father's footsteps to become a cop. He is a detective specializing in investigating arsons, driven to clear his father's name after he was disgraced while investigating Tatsuya Sudou's arsons.

Ryotaro Dojima and Tohru Adachi are police detectives, and the police are investigating the bizarre murders in Inaba. The Investigation Team are shown helping them because they have no idea how the murderer commit their murders by putting them inside the TV into the TV World.
Persona 5[edit | edit source]
The police are enemies to the Phantom Thieves of Hearts who hunt them relentlessly in Tokyo due to having been compromised by Masayoshi Shido to serve his interests, although they also deal with the Thieves' first few targets as well. The SIU Director and Sae Niijima have the police at their disposal, and Goro Akechi works with them as well, with Sae later working for the Thieves and Akechi working for both the Thieves and the Conspiracy while having plans to dispose of both.
During the third semester in Persona 5 Royal, they released certain criminals for no apparent reason, including dangerous ones such as Ichiryusai Madarame and Goro Akechi. However, Masayoshi Shido was still placed in prison for the incident the previous April for election fraud and general treason. This was actually the result of an altered reality created by Takuto Maruki. Once he is defeated by the Phantom Thieves, Madarame was returned to prison, Akechi's fate remains unknown and Shido was still pending trial.
Persona 5 Strikers[edit | edit source]
Despite the Conspiracy's collapse and the police no longer being in its pocket, they are still attempting to capture them to save their public image. Miyako Kaburagi and Zenkichi Hasegawa act as the leaders of an operation to arrest the Phantom Thieves by taking advantage of a series of new Change of Heart cases occurring all over Japan, with a broadcast hijack Calling Card directed against Alice Hiiragi further justifying the Thieves as culprits. Zenkichi however, has second thoughts and blackmails the Thieves into a deal to investigate the true meaning of these strange Jails.
For an unknown period of time prior to the game's events, Akira Konoe brainwashed a chunk of the police force to serve him, including several high-ranking officials so they could arrest the Phantom Thieves and make sure his abuse of EMMA could go completely unopposed. All officers who were brainwashed by Konoe arrived in Osaka, where Konoe's Jail was based in, allowing him to influence them directly with EMMA.
Eventually, both Miyako Kaburagi and Zenkichi become supporters and allies of the Phantom Thieves and aid in the arrest of Akira Konoe and Jyun Owada. The grand instigator, Kuon Ichinose, was set free, however, due to lack of non-supernatural evidence for her crimes, despite turning herself in to them.
Persona Q2: New Cinema Labyrinth[edit | edit source]
Police Cognitions can be seen enforcing for Kamoshidaman in his titular movie. They capture intruders and Kamoshidaman's dissendents and transform into Shadows to attack the party at certain intervals. In a certain Special Screenings, due to Kamoshidaman's fall from grace, Shadows began impersonating police to wreak havoc.
Devil Survivor[edit | edit source]
Policemen are enemies fought at various points of the game as the party tries to stop them from abusing the COMP's power. At some points, the party must also aid their escape in order to rescue them from demons.
Devil Survivor 2[edit | edit source]
Unlike in the previous game, police officers are not fought at any point and just appear helping citizens during the opening act of the game. Despite their benevolent role, they retain their original sprites, making them seem evil.
