Penalty (ペナルティ, Penaruti)? is an enemy-exclusive Almighty skill from Persona 5 used by Shadow Sae during the first phase of her battle.
Effect[]
Penalty can only be activated if the user is attacked or debuffed while Roulette Time is active. This will reduce the attacker's HP to 1, breaking their Guarding stance and remove applicable ailments, if any, but cannot cause Technical. It is Almighty type. Penalty is useless against a target whose HP is already at 1 and cannot break their Guarding stance or remove their ailments in that case.
Penalty can be redirected to another party member by using Limelight/Spotlight or Taunting Aura.

Trivia[]
- If any foe were to bear resistances against Almighty (such as Lavenza when HP is above a quarter or Azathoth with a fully active Shield Tendril), Penalty will not drop the target's HP to 1, dropping their HP by a quarter instead.
- In Persona 5 Royal, if Sumire Yoshizawa is brought into the fight via party/save editing, she will never be targeted by Penalty even when attacking or debuffing Shadow Sae during Roulette time unless she uses either Taunting Aura, or the Spotlight/Limelight tools followed by another teammate attacking Shadow Sae.
