Profile[]
Kaburagi is a Commissioner in the Public Security Police and Zenkichi's boss, capable and relentless against crime. She initially believes the Phantom Thieves of Hearts to be the culprits of the newest change of heart cases, and orders Zenkichi to investigate them with orders to turn them in should he find evidence of their guilt.
However, word got out to Jyun Owada that the Phantom Thieves are suspects, and a Commissioner General brainwashed by Konoe orders their arrest. Owada also issues a bribery that Kaburagi will be promoted the Senior Commissioner. While suspicious, she reluctantly organizes a large police squadron to ambush the Thieves at the Kyoto inn they were staying at. Zenkichi arrives and Kaburagi informs him that while she finds it wrong, she promised to use her new position to investigate Owada. This does not convince Zenkichi, who alerts the Phantom Thieves, giving them a chance to escape. Zenkichi is then arrested and interrogated. The real orchestrator of this incident, Akira Konoe, then follows up by modifying the newly made Kyoto Jail as a trap to capture the Phantom Thieves.
Kaburagi and Zenkichi meet again in Osaka, where Zenkichi convinces her to give him more time to capture the true culprit. Seeing his newfound resolve, Kaburagi is left impressed and hands Zenkichi his badge, granting him his request. She warns him to work quickly, as she wouldn't cover him if he failed. With the Phantom Thieves' help, Zenkichi is able to put a change of heart into Konoe; the following day, she accompanies Zenkichi to arrest him. During the epilogue, she finds incriminating evidence on Owada alongside Zenkichi and arrests the corrupt politician alongside her higher-ups involved with him, apologizing to the public on behalf of the general police for their abuse of the law.
