Mahiro is the newly appointed president of Daiba TV. Because he came from a political background, few in the entertainment industry know of him. He has an air of authority belonging to those that have experienced many hardships.
Because of the curious circumstances of the executive shuffle that led to Mahiro becoming the Daiba TV president and the various Mirage incidents at or involving the station, he comes under mild suspicion by the members of Fortuna Entertainment. However, he does not appear connected to the Mirage incidents in any way.
Mahiro makes a public address to announce "Enter-Kingdom," a large-scale entertainment festival created as a joint effort between Daiba TV and Tokyo's other television stations. The other figures involved include producer Yatsufusa Hatanaka, director Kuen Tarachino, and photographer Nobu Horinozawa, with Tsubasa Oribe serving as its promotional face.

- The name Mahiro means "ten thousand" (万) (ma) and "wide" (広) (hiro).
- Mahiro's surname Tsurumi means "crane, stork" (鶴) (tsuru) and "sea, ocean" (海) (mi).
