Legion is a collection of demons which was referred in Christian literature. While the types of demons that make up Legion is unknown, they are purportedly said to be the same kind of demon that would inhabit a host and would have a single hive mind. The general form is a floating sphere composed of numerous featureless faces that acts as a shell concealing a center core of varying identity.
The New Testament outlines an encounter where Jesus healed a man possessed by demons, known as "the exorcism of the Gerasene demoniac." The demons gave the man superhuman strength but drove him mad. When Jesus approached, the demoniac prostrated himself before him and began to beg. Jesus asked the man's name, and the demons replied their name was "Legion, for we are many." The demons asked that Jesus not banish them; Jesus cast the demons out of the man, granting their request, and allowed them to dwell in a herd of pigs. The pigs then drowned themselves in the Sea of Galilee. Afterward, the man was found sitting peacefully in fresh clothes.
Their name comes from a Roman word meaning a unit of troops between 3,000 and 6,000 men. The word Legion is also used to call the personal armies of high-ranking demons.

Legions are later seen accompanying Hayashi, as well as the groups of Gaeans fought in Chapter 3.

Legion can be contracted in Ichigaya Camp's silver level instance. It appears at night in Ueno, during the weekend invasion periods in Shinagawa, and in Shinagawa's Catacombs of the Templar Knight bronze-level during the new moon phase. It acts as the regular boss of the bronze instance of Kagurazaka Zhu Que Caverns.

Legion may be encountered in the Kinshicho south exit shopping district. It can be one of the first demons to allow Nanashi access to the Zan skill.

Large statues of Legion can be seen in the initial areas of the Netherworld, protruding from the sand. They can later be found as common enemies in Tennozu and Tennozu Isle.

Legion is the sole result of a fusion accident, with five possible variations: normal, magic, heal, physical and rare variants. Legion's standard attack is a rolling two-hit combo with a short range. It possesses the undead personality type.
The rare variant has the passive skill Regenerate and is the only demon in the entire game to have it. Its Combo skill is three hits with a very short strike range.
The standard variant has the same short range execution of the Combo skill and is the second demon to learn Fast Escape. It is weak to all attack attributes, including Phys. However, it will only be stunned by Physical skills used instead of random attacks.
The healing Legion is the first demon to learn Media and Samarecarm, and the second source of the Heal Boost passive skill.
The magic Legion is is the first demon to learn Mudo, Petra, Mana Gain and Intimidate.
The physical Legion is the first demon to learn the Venomstrike and War Cry skills.

Legion is the fifth Persona of the Fool Arcana and can be found as a Shadow the Adyeshach area of Mementos with the title, "Fused Ghost." It is one of three Personas to learn the Life Drain skill and the first to learn the Negative Pile Physical skill. Legion is also one of the sources for the Null Dizzy passive skill. When itemized using Electric Chair execution, Legion will produce the Legion's Jail accessory, which nullifies Fearstatus.
The Shadow of Fumio Akitsu, a man who has changed his name many times and even had cosmetic surgery, takes the form of Legion when the party faces him in Mementos. He can be found on the third path of Path of Akzeriyyuth during the "Man of Many Faces and Debts" request. Shadow Akitsu can deal a large amount of damage to the party even if he is outleveled, due to his Life Leech skill, which rips away 150 HP from a target. This skill also ignores guarding, doing the same damage to a party member who is actively defending themselves. Shadow Akitsu will spend a turn groaning prior to casting Mudoon on a party member, and will do this constantly once his HP gets low.

Legion can no longer learn Rampage, Negative Pile, or Psio via level up anymore, it is now the first Persona to learn the Bloodbath and Evil Smile skills, as well as gaining access to the Eigaon and Foul Breath skills. When itemized through Electric Chair execution, Legion will now yield a Foul Breath Skill Card. During a fusion alarm, Legion will yield a Stagnant Air Skill Card instead.
In the Path of Da'at, the Shadow of Izou Amasaki will summon in multiple Legion that mostly attack with Physical skills such as Rampage, Headbutt, and Megaton Raid, but will occasionally use Revolution to increase critical hit rates for all.
