Kuzaka The Wise was the sage who oversaw the construction of Shinjuku Babel, the inventor of the Innocents, and is one of the Seven Philosophers of Tokyo.
Setsu and Azura regard him as their father. His current whereabouts are unknown, though an image of him is discovered in a Vizionz left behind by a servant of Ogami at the Shinjuku Docks.
