The Kudan is the name of a humanoid monster in the legends and folklore of Japan. It is described as having the body and legs of a gigantic bull with three eyes along each side and a row of horns protruding from its spine. It has the head of a human. It was regarded as a beast that could never deceive and always told the truth.

Kudan is a rare random enemy, appearing once Episode 8 begins and Sakuradayama can be accessed. Kudan can not be confined, even during a Full Moon. In order to fuse Kudan, Raidou must defeat one in battle in order to claim the key item she drops, the Prophetic Book. Kudan, however, has a large pool of HP, knows Diarahan, and will often try to escape rather than allow itself to be defeated. The Astral Burst combination attack is an easy method to defeat her.
Kudan will frequently heal the more her weakness is taken advantage of. Whittling down her HP using sword attacks will lessen the chances of her doing this. Once Kudan's HP is down halfway and yellow damage points begind aappearing, this is generally a point where she will begin using Diarahan anyway. Switching in Gashadokuro or another demon that knows Mamudo can potentially stunlock Kudan while Raidou attacks, shaving off half of her remaining HP each time and allowing Raidou to get in critical hits with his sword. She can potentially be defeated at the beginning of Episode 9, once Gashadokuro can be recruited in the alternate reality's version of Dark Sakuradayama or Dark Ginza-Cho.
When Raidou encounters Kudan, she says the following at the start of the battle;
"I can see it... The Capital burning in flames... The citizens fleeing in terror... A monster ravaging the city... It is your fated destiny... Escape is impossible. Prepare yourself."
However, after reaching certain progression points, she will instead say the following at the start of a random encounter battle;
"I can see it... A new Capital shall arise from the flames of the old... The indomnitable hearts of the people shall carve a new destiny."

Persona 2: Innocent Sin[]
The rumor for Kudan can be obtained from a man in Sumaru TV after completing Caracol, however its head cannot be traded for anything.
Persona 2: Eternal Punishment[]
The rumor to make Kudan appear can be obtained from Yasuo Inoe in the Bomb Shelter. Kudan can be found in the sixth area and drops Kudan's Head, which can be given to Yasuo for a Mutation Gear, Syncronize Gear, and Adjustment Gear.
