Two years before the events of the Persona Hunt, Keito was originally worked as a police officer in Sumaru City. There he befriended Kain Junsa, another Persona user. Both would be a part of the Sasaki Squad, members of a special assault team. The squad was dispatched to an abandoned house in the Kounan Ward to search and potentially arrest an "invisible culprit" in a string of murders. However, their squad was attacked by a demon that ended up wiping out everyone but Kain and Keito. Keito would have been killed as well were it not from an intervention from Rinne, who saved him when he washed up on the Ebisu coast. Both would work to survive together, eventually leading to the Persona Hunt, where they joined forced with another survivor, Narui and a demon, J.F. Thereby becoming the Factory Family.
Keito is a man that's more on the relaxed and understanding side, often allowing his teammates to go at their own pace when they need it or keep their own secrets for the sake of their own personal matters. That said, he does take his responsibility to the Family quite seriously, and is protective of its members. In particular, he shares a very close bond with Rinne, who he considers to be like a guardian or a goddess, having formed a brotherly/paternal relationship with her.
Keito first appeared alongside the other members of the Family saving Kazumi Kiba from his former friend Rihito Shimizu. From there, after the Family defeats a horde of demons left over by Rihito and Narui getting her Persona reaped during an outing with Kazumi, he and Kazumi take a motorcycle to head towards Alaya Shrine (whilst Rinne stays behind in the Velvet Room to treat Narui). This is so the Family can gain weaponry to use, instead of just using their Personas. It's there that they run into a Reaper working for Nymphea: Rago. While Rago puts both on the ropes with his enhanced abilities, thanks to Rinne usage of the Red Book interfering with Rago's powers, they're able to force their enemy to retreat.
Following that, the Family would learn of the existence of Four Keys that could help them defeat the Reapers and Nymphea. The first being at Yumezaki Station. However, a Reaper, Ujiya was there and attacked. It was only Narui earning the right to the Fire Key from Philemon that allowed the Family to defeat the Reaper. While the others went to tend to Ujiya, Keito forward to Ebisu Beach by himself since the next Key was there.
He would run into Kain at his church, catching up with his old friend. However, when Keito took Kain to the beach, it's when he revealed that he had already realized Kain was responsible for the deaths of the Sasaki Squad. Revealing himself to be a Reaper, Kain fought Keito. Ultimately, even with his Barbatos being boosted by the Grim Reaper, Keito gains the upper hand. It's then that the rest of the Factory Family arrive to warn Keito that destroying the Grim Reaper was going to get Kain's Persona reaped. As Kain rushed to his former friend one last time to attack, Keito realized that he had to save Kain as well, thus earning him the Wind Key. He uses it to defeat Kain and destroy his Grim Reaper, vowing to restore Kain once they stop Nymphea's plans.
From there, with Narui's Persona being unable to locate the other two Keys, it left the Family stuck on how to proceed. During this time Yakumo Kusaka opted to do a test run of the Black Book's power for a Sumaru Television interview. During this interview he airs his version of his past and shows off 'his family', illusions created by the Black Book in an attempt to rewrite his past. As a result, Narui is harmed by this until the run is over with Keito tending to her before going out scouting. During this time he learns that the Reapers were targeting even weaker Persona-users for their plans now, relaying this to the others.
Following Kazumi earning his Earth Key, his knowledge of the way into Nymphea and announcing the intentions going forward was to use the rest of the Keys to seal the Black Book for good, Keito went to confront an uncomfortable Rinne outside, who left the scene after Kazumi reminded her that they still needed her to earn her Key. Keito catches on to her trying to say that once this was all over she'll have to go. However, he accepts this and comforts her, admitting he knew something was up with Rinne since the kid wasn't growing for the past few years they've been together. Still, he trusts her since she was his guardian angel. Unfortunately, soon after this, Yakumo would kidnap Rinne with the intent to use both the Red and Black Books together to rewrite the world as he saw fit.
In the Velvet Room, following Keito and Narui noting it was time for Igor to lend his aid, the Family would take the path through Narui and Yakumo's old house which would lead to Nymphea. However, instead, it lead to an alternate Sumaru City - the only thing left in a world that was destroyed. In it, they are attacked by demons and the remaining Reapers. While the Family is able to clear out the demons, The Reapers are much stronger thanks to their boosted abilities. Keito and Narui would be left in the city to face against Rea and Yuri as Rihito would take Kazumi to Yakumo.
These Reapers have begun to grow stronger and even mutate due to the Black Book's tampering, but its then that Narui and Keito unveil their ultimate Persona. For Keito, his ultimate Persona is Odhinn. Combined with Narui's Suzaku, they defeat the Reapers and are able to move on to help Kazumi fight Yakumo. Despite their Keys and new Persona's, its a tough fight against him and Yakumo is close to losing himself due to being unable to handle the Black Book's power. In the end, Rihito defects from Nymphea, having acquired the Aqua Key from Rinne (who was the last Key all along) and joins them with his ultimate Persona coming from her Varuna. Together, all four defeat Yakumo and destroy Schwarz with the Quadra Termination fusion spell.
During the epilogue, it's shown that Keito took a part of the Schwarz System to give to the Nanjo Group, revealing he was tasked by them to investigate Nymphea Japan. In exchange, he had them look into finding 'her' who was living with her mother. During his high school days, Keito had gotten a girl pregnant and, because he wanted to become a cop and knew the background checks were thorough, had decided to separate from her for his career. But, with his adventure over, Keito planned to reunite with them and tell 'her' - his daughter (who looked very similar to Rinne) - that he loved her, calling her by the goddess nickname he gave Rinne.
