The Jaki Talisman is a key item that allows the Jaki race the ability to use the Magatsuhi Skill Rasetsu Feast. The Nahobino can use this skill for himself after learning the "Race Transcendence" Miracle, as long as there is a Jaki demon in the active party. It is obtained by talking to an NPC Jaki Rakshasa in the Minato section of Da'at, to the left of the Tokyo Diet Building in the Nagatacho area and close enough to the Miman-marking Cironnup of Minato.
