Megami Tensei II
The Ginza Underpass is a tunnel that leads to many of the remaining cities in Tokyo. It is also where Dr. Bhakta, a mad scientist trying to attain world domination, has made his lair. He is the only one who can make Petranons from Anamirans and will do it free of charge, using the Anamiran in the process.
Tiamat is here, blocking the exit to Ground Zero. She does not need to be fought until all Seven Pillars of Solomon and the Orb of Malice have been obtained, after clearing Bael's Castle.
