Divine Justice is a website that gathers videos, photos and articles of “annoying people” post by registered users and open for everyone to view. The site is operated by a mysterious individual known as Magatsukami, who has the authority to certify particular subjects as Menaces.
Individuals exposed to Divine Justice commonly become infamous for their misbehaviors. However, those certified as Menaces will have their shadow selves under the control of Magatsugami. Magatsugami can use Shedim to give their shadow selves a power boost beyond their own will, and even make them lose control (as seen with Kei Akashi when he gets certified during the battle).
After Akashi's change of heart, Magatsugami uses Shedim to influence a poor man into killing Akashi.
Up to Mission 4, the main targets of the Phantom Thieves are all certified Menaces.
