The Devourer of Stars can be encountered at the top of the Tower of Insolence after the protagonist accepts the "Trial of the Dragon: Bygone Legacy" Investigation from the Enraged Mustari in Altabury Heights.
The Devourer of Stars has the same amount HP of as the Devourer of Nations or the Devourer of Flames, being at a middling 25,000, but it is by no means easy to kill. It Repels all non-Almighty attacks and uses skills to buff itself, debuff the party, and inflict Poison and Hex. It also starts the battle by reducing the whole party's maximum HP to 300, meaning that it can easily kill any character who isn't guarding with 2-3 attacks. Careful preparation for this battle is imperative.
It is highly advisable to build up Catherina's Follower bond to Rank 7 before undertaking this quest so that she will accompany the party into the dungeon and start the fight by depleting 20% of the dragon's HP. After that, the party can attack the Devourer of Stars with skills that inflict Almighty damage (such as the Prince's Royal Slash, the Warlord's Megidola, the Tycoon's Gold Rush, and various Synthesis skills) and/or use Junah's Royal Masked Dancer Archetype to make the Devourer of Stars weak to Fire and Ice before having the other party members hit its weaknesses with powerful Synthesis skills. Basilio's Royal Berserker Archetype, whose Systematic Destruction ignores resistances, is also quite useful in this battle, as is the Soul Hacker and its Emerald Vortex. Using either Hulkenberg (if she's built up her Royal Knight Archetype enough to unlock Omni-Counter) or Heismay (with Agility-boosting equipment and a Dodger Ring) to draw the dragon's attacks with Knight's Proclamation can make it waste its Turn Icons and take some pressure off their allies. Accessories that prevent Poison and Hex are indispensable in this battle, and least one party member should be ready to heal, revive, and remove ailments and debuffs as necessary.
Defeating the Devourer of Stars awards the party with the Cardinal Dragon Raiment. It also unlocks "Trial of the Dragon: Essence of Power" if "Trial of the Dragon: Mad Mischief" and "Trial of the Dragon: Heroes' Rest" have already been cleared.
