The Councillor Arcana, also known as Consultant Arcana (顧問官, Komonkan)? in the Japanese version, is an Arcana appearing in Persona 5 Royal.
Overview[]
Like the Aeon Arcana, the Councillor is not found in standard tarot decks. The Councillor Arcana is the El Gran Tarot Esoterico's equivalent to the Magician Arcana ("El Consultante") and is numbered I. While upright, it is a tarot card that denotes diplomacy, possibilities of choice, creativity, skills to persuade, vitality and power over mental illness. On the other hand, while reversed it can represent indecisiveness, insecurity, lack of originality, sickness or exploitation of the innocent.
Personas of this arcana are generally wise beasts or governors of nature.

Completing the Councillor Arcana Confidant will also bestow the ultimate form of the Arcana, Vohu Manah, the Symbol of Good Thought.

- This Arcana can be also be found as number 1 in the Etteilla Tarot deck. It is referred to as "Le Questionnant" which translates to "The Consultant." It corresponds to the Hierophant card in the "Tarot de Marseille" Deck.
- The Councillor Arcana is an equivalent of the Magician Arcana, alluding to Maruki's seemingly magical powers to soothe severe mental illnesses. Much like Junpei, Yosuke and Morgana (the previous Magician Arcana characters in the series), Maruki also had a tragedy related to his romantic interest, Rumi.
- Unlike the other tarot cards in the Persona series, the number used for the Councillor is represented by the Arabic numeral "1" rather than the Roman numeral "I.”
- The card art of this Arcana resembles the Thoth version of the Sun card.
