The protagonist automatically starts Igor's Confidant on April 12th during a dream, after Ryuji Sakamoto awakens to his Persona. The Confidant is automatically ranked during certain story events, and dialogue options do not grant points.
Igor's Confidant automatically maxes at December 24 and enables the fusion of Vishnu. However, the protagonist must reject the offer right after the Confidant's maxing in order to actually fuse it.

In Persona 5, Igor's Confidant is the final one to be maxed.
Despite the Confidant being with Yaldabaoth and not Igor, the game treats it as though the protagonist and Igor have formed a bond.
Igor is one of the Confidants that cannot be met in the final day of the game, like Goro Akechi and (in Royal only) Takuto Maruki. As such, they do not have items that grant Confidant abilities that carry over into New Game +.
