Commander Fushimi is first encountered alongside Izuna by the protagonist, Atsuro and Yuzu after a battle at Akasaka Tunnel. They run away when Fushimi and Izuna refer to them as targets while brandishing guns. Later on, when Fushimi and Izuna find a COMP and try to use it, they are unaware about contracts. Fushimi then assists Izuna in taking out the demon. Some time after, Fushimi gives Izuna permission to tell the protagonist and his companions about the lockdown when they ask about it, telling her that he'll take responsibility for any trouble he or Izuna might get into.
Etymology[]
- The surname Fushimi means "prone, prostrated, bend down, bow, cover, lay (pipes)" (伏) (fushi) and "see, hopes, chances, idea, opinion, look at, visible" (見) (mi).
