Chizuru Ishigami is an antagonist in Persona 2: Eternal Punishment. She is a mysterious user of Wang Long fortune telling and member of the New World Order.
Chizuru Ishigami is a fortune teller who quickly became famous due to her accurate Wang Long fortune telling (ワンロン占い, Wanron uranai)? and uses her status as a celebrity to spread rumors for the New World Order. She is the last descendant of an onmyoji clan serving Kiyotada Sumaru and was feared and discriminated by those around her for her magical talent. She is grateful for Tatsuzou Sudou employing her to the New World Order so she can revenge the society, but at the same time she is uncomfortable to be Sudou's lover, who is much older, married and has a son. She instead has an eye on Takahisa Kandori, who is revived by the power of rumor.
Eriko Kirishima comes to Sumaru City in order to investigate her connection to the organization, though whether or not she is aided by Maya Amano and the other party members depends on the player's choices.
Should the player take Eriko as the fifth party member, the group will head to Sumaru TV where they'll confront Chizuru after she transforms Junko Kurosu into a Joker. Afterwards, she joins with Kandori and leaves with him for the Undersea Ruins, though she questions why someone like him would be happy serving as a mere pawn for Sudou. Eventually, she and Kandori are confronted by the party along with Tatsuya Suou. They are both defeated, and, despite Kei Nanjo or Eriko's pleading, stay behind in the collapsing Undersea Ruins to die.
As a powerful onmyoji, she does not use a Persona in combat but creates shikigamis which take the form from what her target fears (e.g. Eriko's stalker) to duplicates of herself to fool her opponents. She attacks with a small knife that she carries. She casts spells by burning a paper charm which range from status ailments to powerful Earth spells. She is strong to all magic but is weak to physical attacks.
