Bullet Hail is a Confidant ability unlocked by ranking up Shinya Oda's Confidant to Rank 2. Electric Slug boosts the effects of Bullet Hail, and is unlocked at Rank 9.
If the Confidant ability is unlocked, there is a chance for Bullet Hail to trigger at the start after a successful ambush. The attack ignores any damage modifications, pierces through all resistances and immunities, but cannot cause Technical and Critical damage and will not remove pre-battle status ailments the enemies have. Although the entire party participates in the attack, the damage output is unaffected by the number of party members.
In Persona 5, the overall attack can deplete up to 25% of each enemy's max HP, with Electric Slug increasing it to 50%. Each shot damages 1 random enemy at a time, and each enemy only needs to be shot 6 times: each hit depletes 5 or 10% of the target's maximum HP, with the last one only directly depleting the enemy's remaining HP down to 25 or 50% of its MAX HP: damage dealt rounds down residue decimals, hence the need of the 6th strike.
For example, when targeting Kikuri-Hime, who has 445 HP while Electric Slug is active, the first 5 hits will deplete 44 HP each, with the last one directly reducing it down to 222 HP (Current HP - 50% of MAX HP. In Kikuri-Hime's case, her HP's been reduced down to 225, and 50% of her MAX HP is considered to be 222; hence, the 6th shot will only reduce 3 HP.)
Because Bullet Hail only targets one enemy at a time, if the party is faced against 1 opponent, the user will only need to press the button 6 times.
Bullet Hail activated in Persona 5 Royal.
In Persona 5 Royal, each shot directly depletes 1/25 of the entire enemy faction's MAX HP (with decimals rounded down,) which encourages button-mashing to minimize the enemy's HP as much as possible. The damage UI also counts the total HP depleted, rather than the damage of each individual shot like usual.
Disaster Shadows will not retaliate against Bullet Hail.
