Broken Laptop innately cannot be used for anything, and needs to be repaired with the PC Tool Set. The activity takes time.
Once done so, it will transform into a Laptop and Tanaka's Shady Commodities can be accessed through it. The item is left to be interacted with through the attic at Café Leblanc, rather than with the item in the menu.
Additionally, reparing the Laptop will grant Proficiency stat points: 2 notes in Persona 5 and 3 in Royal.[1][2]
