Ben-Shoah is a Polisian senator that enacts the Gaia Prohibition Law making it illegal to use Gaia without permission. He also oversees the construction of the Phelesteau and the superweapon that kills several characters. It is later revealed that both he and Yeager are actually Blanticans from 20,000 years ago that fell through a rift in time when their home was being destroyed by Gaia. Due to this, he seeks to control all Gaia to prevent that tragedy from happening again, even if it means sacrificing people. He also promises Banipal the full Necronomicon in exchange for his cooperation, as the Necronomicon is from his time. Even after being defeated, he continues to believe he was doing the right thing.

- Ben is commonly used in Jewish names to refer to who your parent was, literally meaning "of" or "from." Shoah is a common name in Hebrew to refer to the holocaust, literally meaning "catastrophe." Together, Ben-Shoah means "From A Catastrophe."
