Like Aeacus, Athena is largely a neutral party throughout the game, despite being the queen of demons. She decides who someone reincarnates into and where, but remains neutral during the battles leading up to the final reincarnation. While she guides the reincarnation process, it is Aeacus who decides when it is time for a demon to reincarnate.
