In most games of the series Lucifer is put as the leader of the Chaos forces however he don't actually do much thing and always ended up disappointing,
MT 1 and the novels he's build up as a dangerous villain, who can destroy mankind and represent a danger even to the Gods, came MT 2 and he's not the responsible for the Apocalypse but is hiding to save his life and if you don't side with him YHVH will destroy him with one move
In SMT 1 he literally does nothing, in fact we know that the forces of Chaos will losing if the MC don't side with them, and even them Lucifer is kinda of dick to the MC
SMT 2 he don't really do anything important except for one scene, the Chaos fraction is pretty much doomed and he kinda one of the biggest hypocrite in the game (together YHVH, Michael, Satan and the Center)
SMT If... only happened because he can't control his minions according with Hazama chapter, Hazama actually is ironic enough a more dangerous threat that he was
SMT 20XX he finally is an actual threat by being the one that brought the demons in the world, corrupting people, creating an arena to find strong humans and the next Messiah to bring him to his side, he also brainwashed Satan make him his most powerful soldier
SMT Nine show that he was frozen in the expense before the game, however his force actually are managing better without his leadership, seeing that they somehow get to stand against the Law forces who should have been controlling more the majority of the world
SMT Nocturne he make a human being a demon, the just observe him without doing nothing important except fighting him in the end so they can go a fighting The Great Will and inevitably lose
SMT Strange Journey Lucifer does nothing except goes on about his dream, in fact he's not the leader of the Chaos forces in this game and somehow this is one of the few instances where Chaos is actually winning and would win if Marine Jesus didn't appear
SMT IV he only get to actually act when he gets to fuse with Walter and even so he's not really a threat even to the Law side and Apocalypse just revealed that he was actually working to YHVH all along for some ridiculous nonsensical plan, not only that makes him less of a threat, it's pretty much confirmed that the Chaos force are better without him.
Honestly for all things considered Lucifer kinda sucks as both a villain and leader, ironic enough Satan and the Pagan gods are the ones that make a biggest threat to YHVH that him
